Dubai permitting & design terminology, plainly defined.

Every Dubai luxury design and construction project runs into the same set of acronyms — DM, DDA, Trakhees, AOR, NOC, BCC, FF&E, MEP. This glossary defines them in plain English, with the practical context owners and developers actually need. Maintained by Ganggaan, a Dubai-based luxury interior design and architecture consultancy.

Architect of Record AOR #

The licensed professional firm legally responsible for preparing, stamping, and submitting drawings to the relevant Dubai authority. No building permit, fit-out permit, modification permit, or master-developer NOC is issued without an AOR. Ganggaan acts as AOR across DM, DDA, Trakhees, Civil Defence, and all major master developers.

Building Completion Certificate BCC #

The final approval issued by Dubai Municipality (or the relevant authority) confirming that a building has been completed in accordance with the approved drawings and is fit for occupation. Required before utilities are permanently connected and before sale or rental of a new villa or apartment.

Dubai Civil Defence DCD #

The Dubai authority responsible for fire-and-life-safety approvals on all building, fit-out, and modification works. DCD review covers fire detection, fire-fighting, evacuation, and means-of-egress design, and is mandatory on virtually every permitted project in the emirate.

Dubai Development Authority DDA #

The Dubai authority governing free-zone communities including Dubai Internet City, Dubai Media City, JLT, Dubai Studio City, and others. Buildings within DDA jurisdiction are permitted by DDA rather than by Dubai Municipality, and DDA's drawing standards differ in several details from DM's.

Dubai Electricity & Water Authority DEWA #

The utility provider for Dubai. DEWA approval is required for new connections, load increases, and any electrical or plumbing modification. DEWA NOCs are typically obtained as part of the building or fit-out permitting process, not separately.

Dubai Municipality DM #

The principal building authority for most of Dubai outside of free zones and master-developer communities. DM issues building permits, fit-out permits, modification permits, and Building Completion Certificates for properties within its jurisdiction.

FF&E (Furniture, Fixtures & Equipment) FF&E #

Movable items not part of the building's structure — sofas, beds, dining tables, lighting fixtures, rugs, kitchen appliances, art. FF&E specification, sourcing, and procurement is a distinct discipline within an interior design project, often representing 20 to 40 percent of the total project budget.

Fit-Out Permit #

A Dubai permit required before any non-structural interior fit-out works (partitions, ceilings, flooring, joinery, MEP modifications inside an existing shell) may begin. Issued by DM, DDA, or Trakhees depending on the property's jurisdiction. Trakhees fit-out permits typically issue in 14 to 21 working days from a complete submission.

Jebel Ali Free Zone Authority JAFZA #

The free-zone authority for the Jebel Ali Free Zone. Buildings inside JAFZA are permitted, inspected, and certified by JAFZA itself, not by Dubai Municipality. JAFZA submissions follow JAFZA's own guideline set.

Modification Completion Certificate MCC #

The closeout document issued by the relevant authority certifying that a modification permit has been completed in accordance with the approved drawings.

Mechanical, Electrical & Plumbing MEP #

The engineering disciplines covering HVAC, electrical, plumbing, fire systems, and low-voltage. MEP design must coordinate tightly with architectural and interior design and is reviewed by DM/DDA, DCD, and DEWA during permitting. Poorly coordinated MEP is the single most common cause of permit rejections in Dubai.

Modification Permit #

A Dubai permit required when an existing approved building is altered — for example, adding a swimming pool, extending a villa, or relocating a load-bearing wall. Distinct from a fit-out permit (which deals with non-structural works inside an unfinished shell) and a building permit (which deals with new construction).

No Objection Certificate NOC #

A formal letter from a master developer or authority stating that they have no objection to a proposed scope of work. Most master-developer communities — Palm Jumeirah (Nakheel), Emirates Hills (Emaar), Dubai Hills (Emaar), District One (Meydan), Jumeirah Golf Estates — require an NOC before any drawings can be submitted to the building authority.

Roads & Transport Authority RTA #

The Dubai authority for roads, transport, and access. RTA NOCs are required for any work that affects access to or from a public road — driveway alterations, gate replacements, kerb modifications, or new vehicular access points.

Trakhees CED (Civil Engineering Department, PCFC) Trakhees #

The permitting and inspection arm of the Ports, Customs & Free Zone Corporation (PCFC). Trakhees governs Palm Jumeirah, Dubai Maritime City, and other PCFC jurisdictions. Trakhees fit-out permits typically issue in 14 to 21 working days from a complete submission.
